The Senate is now considering a slightly different version.&lt;br /&gt;The IRS also repeated past warnings of e-mails, supposedly coming from the agency, where people are asked to enter personal information on a form needed to obtain a tax refund.&lt;br /&gt;A new scam, it said, involves an e-mail notification that a person's tax return will be audited with instructions to click on links to complete forms with personal and account information.&lt;br /&gt;Businesses and accountants are also getting e-mails with instructions to download information on tax law changes. Clicking on these links could download "malware" onto the recipient's computer that gives the scammer remote access to the computer hard drive.&lt;br /&gt;&lt;br /&gt;In another telephone scam, a caller claims to be an IRS employee who says the taxpayer has not cashed a refund check and asks the person to verify his or her bank account number.&lt;br /&gt;On Tuesday, at a Senate Finance Committee confirmation hearing for Douglas Shulman, the nominee to be IRS commissioner, Sen. Charles Schumer, D-N.Y., expressed concern that taxpayers would be victimized by tax preparers and lenders who charge high interest rates for short-term advances on their stimulus rebates.&lt;br /&gt;The IRS advised people not to click on any link from an e-mail purporting to come from the tax agency. Money paid for medical care, mortgage interest, taxes, charitable contributions, casualty losses and miscellaneous deductions can reduce your taxes. If the total amount spent on those categories is more than the standard deduction, you can usually benefit by itemizing.&lt;br /&gt;&lt;br /&gt;The standard deduction amounts are based on your filing status and are subject to inflation adjustments each year. For 2007, they are:&lt;br /&gt;&lt;br /&gt;Single    $5,350&lt;br /&gt;Married Filing Jointly  $10,700&lt;br /&gt;Head of Household   $7,850&lt;br /&gt;Married Filing Separately  $5,350&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;• Some taxpayers have different standard deductions.&lt;/span&gt; The standard deduction is more for taxpayers age 65 or older and for those who are blind. It is generally less for those who can be claimed as a dependent on some other taxpayer’s return.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;• Limited itemized deductions.&lt;/span&gt; Your itemized deductions may be limited if your adjusted gross income is more than $156,400 or $78,200 for Married Filing Separately. This limit applies to all itemized deductions except medical and dental expenses, casualty and theft losses, gambling losses, and investment interest.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;• Married Filing Separately.&lt;/span&gt; When a married couple files separate returns and one spouse itemizes deductions, the other spouse must also itemize and cannot claim the standard deduction.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;• Some taxpayers are not eligible for the standard deduction. &lt;/span&gt;They include nonresident aliens, dual-status aliens, and individuals who file returns for periods of less than 12 months.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;• Forms to use. &lt;/span&gt; To itemize your deductions, use Form 1040, U.S. Individual Income Tax Return, and Schedule A, Itemized Deductions.&lt;br /&gt;&lt;br /&gt;Remember that for the genuine IRS Web site be sure to use .gov. You generally have to make estimated tax payments if you expect to owe taxes, including self-employment tax of $1,000 or more, when you file your return. Use Form 1040-ES to figure and pay the tax.&lt;br /&gt;&lt;br /&gt;For estimated tax purposes, the year is divided into 4 payment periods. Each period has a specific payment due date. If you don't pay enough tax by the due date of each of the payment periods, you may be charged a penalty even if you're due a refund when you file your income tax return.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Business Expenses&lt;/span&gt;&lt;br /&gt;To be deductible, a business expense must be both ordinary and necessary. An ordinary expense is one that's common and accepted in your trade or business. A necessary expense is one that's helpful and appropriate for your trade or business.&lt;br /&gt;&lt;br /&gt;It's important to separate business operating expenses from expenses used to figure the cost of goods sold, capital expenses and personal expenses.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Business Use of Your Home or Car&lt;/span&gt;&lt;br /&gt;If you use part of your home exclusively and regularly for business, you may be able to deduct expenses for the business use of your home. These expenses may include mortgage interest, real estate tax, rent, insurance, utilities, repairs and depreciation. You can even deduct the cost of your office furniture and equipment.&lt;br /&gt;&lt;br /&gt;You may be able to deduct car expenses using either the actual expense method or the standard mileage rate (48.5 cents per mile of business use for 2007). If you use your car for both business and personal purposes and claim actual expenses, you can deduct only the business-use percentage of your expenses.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Income Deferral&lt;/span&gt;&lt;br /&gt;If you're self-employed and use the cash basis of accounting (meaning all income is included in the year it's actually received), it may be advantageous for you to defer some of your income until the next year. For example:&lt;br /&gt;&lt;br /&gt;A farmer grows and sells his crops in late fall of 2007. He receives payment for the crops in January 2008 and reports his crop sale income in 2008. But because he incurred and paid his expenses for seed, labor, water and fertilizer in 2007, those costs are deductible in that year.&lt;br /&gt;&lt;br /&gt;But you can't defer income for which you had "constructive receipt" during the year. For example, you can't defer income if you receive a check during 2007 and don't cash the check until 2008. See IRS Publication 538 for more information about constructive receipt.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Hiring the Family&lt;/span&gt;&lt;br /&gt;If you have your own business, an income-splitting opportunity is to put your children on your payroll. What you pay them is a business deduction for you and earned income for them. You can do this only if they actually work for you, and you can't pay them more than their services are actually worth. A mismatch could unexpectedly delay a tax refund.&lt;br /&gt;&lt;br /&gt;For recently married taxpayers, the tax scenario begins when the bride says "I do." If she takes her husband's last name, but doesn't tell the SSA about the name change, a complication may result. If the couple files a joint tax return with her new name, the IRS computers will not be able to match the new name with the Social Security Number (SSN).&lt;br /&gt;After a divorce, a woman who had taken her husband’s name and made that change known to the SSA should contact the SSA if she reassumes a previous name.&lt;br /&gt;It's easy to inform the SSA of a name change by filing Form SS-5 at a local SSA office. It usually takes two weeks to have the change verified. The form is available on the agency's Web site, www.socialsecurity.gov, by calling 800-772-1213 and at local offices. The SSA Web site provides the addresses of local offices.&lt;br /&gt;&lt;br /&gt;Generally, taxpayers must provide SSNs for each dependent claimed on the tax return. For adopted children without SSNs, the parents can apply for an Adoption Taxpayer Identification Number, or ATIN, by filing Form W-7A with the IRS. You can't deduct the cost of any item for which you would have been reimbursed if you'd asked for the reimbursement.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Which deductions qualify and why?&lt;/span&gt;&lt;br /&gt;If you do end up paying out-of-pocket for job-related expenses, you may be able to deduct them on your return. In general, deductible expenses must be ordinary and necessary. An expense is ordinary if it is common and accepted in your trade, business or profession. An expense is necessary if it is appropriate and helpful to your business. An expense does not have to be required to be considered necessary.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Deductible expenses include the following:&lt;/span&gt;&lt;br /&gt;bonding&lt;br /&gt;physical examinations&lt;br /&gt;office supplies not provided by your employer&lt;br /&gt;professional or trade association dues&lt;br /&gt;research, lecture and writing expenses&lt;br /&gt;safety clothes and equipment&lt;br /&gt;union dues&lt;br /&gt;personal tools and equipment&lt;br /&gt;travel, meal and entertainment expenses (see Publication 463)&lt;br /&gt;computers and mobile phones (see Publication 946)&lt;br /&gt;&lt;br /&gt;You must report these and other unreimbursed business expenses on line 20, Schedule A or on Form 2106.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Business Travel&lt;/span&gt;&lt;br /&gt;The expense of your daily commute to work isn't deductible. However, if you find that you must travel to secondary or temporary locations — even within your metropolitan area — as part of your job and your employer does not reimburse you for that travel, those expenses may be deductible. Also, travel to and from a second job may be deductible.&lt;br /&gt;&lt;br /&gt;Unreimbursed expenses for business travel outside of your metropolitan area may also be deductible. And you generally can deduct 50% of the cost of qualifying meals and entertainment expenses.
